Naveen Nagpur IBFC · Vision Document · BKC / GIFT City Benchmarking

• Authored the vision document for a 1,710-acre greenfield International Business & Finance Centre carrying a ₹6,500 crore estimated project cost, with land acquisition funded through a HUDCO loan and delivery phased across 15 years.
• Chaired the stakeholder consultation with MahaMetro, MahaTransco, NBCC and the PMC team alongside the architecture and planning consultants, translating planning policy into a design narrative for the mixed-use district.
• Led developer and investor engagement sessions to identify required modifications to DCR provisions, land disposal regulations, and applicable incentives and exemptions.
• Benchmarked BKC and GIFT City on statutory requirements, land acquisition procedure, and smart-utility infrastructure such as district cooling and automated waste systems.

Proposed Industrial Corridor · NICDC · SPV & Governance

• Benchmark operating NICDC corridors — DMIC, VCIC and DNIC — and their nodes at AURIC, Nakkapalli and Chittoor through desk review, field visits and stakeholder consultations.
• Develop the planning concept for a greenfield plug-and-play industrial city: funding mechanism, SPV structure and governance, land pooling and acquisition route, and PM Gati Shakti-aligned multimodal logistics.
• Coordinate with MIDC, MITL, NICDC and funding agency ADB on statutory-body formulation, financial modelling and region-specific project demand in Vidarbha.
• Draft the RFQ-cum-RFP tender document for appointment of consultants to the techno-economic pre-feasibility study.
• Assess anchor-investor demand and investment potential at industrial summits, including engagement with corporate groups such as Mahindra.

Town Planning Scheme · Land Re-adjustment · DCR Compliance

• Draft land re-adjustment and betterment-charge mechanics under the state Town Planning Act, from original plot position through reconstituted final plots.
• Conduct land-use analysis and GIS-based spatial mapping to establish on-site conditions within the scheme boundary.
• Meet landowners, developers and scheme stakeholders to determine land contribution ratios and infrastructure requirements.
• Benchmark precedent Town Planning Schemes in Maharashtra, and assess the effect of Ready Reckoner rates on scheme valuation with inter-government planning agencies.
• Run the public hearing and objection process, and check draft proposals against DCR provisions.

GIS & Remote Sensing · MCDA · Boundary Re-delineation

• Assessed industrial development suitability of the notified Halol–Savli Special Investment Region using GIS, remote sensing and multi-criteria decision analysis across the full notified boundary.
• Re-delineated the SIR boundary through combined spatial and non-spatial data analysis, scenario building, and consultations with GIDC, MoEFCC and other government agencies.

Infrastructure Planning · STP & WTP Siting

• Supported preparation of infrastructure planning proposals for roads, Sewage Treatment Plants and Water Treatment Plants within the buffer of the existing ring road, aligned to the Nagpur Metropolitan Area Development Plan 2012–2032.

Construction Documentation · AutoCAD · PMC Coordination

• Produced design and construction drawings in AutoCAD from concept through detail stage on architectural design and PMC assignments.
• Coordinated with lead architects, builders and consultants on live projects, working to project timelines and cost/schedule tracking.

• Produced detailed design and as-built drawings, preliminary 3D views and on-site coordination for mixed-use and lakeside villa projects.
